The invention discloses a potted plant arrangement device with rainwater collecting and protecting functions. The potted plant arrangement device comprises a base, wherein a motor is arranged in the base; the upper end of the motor is in power connection with a main shaft; the upper end of the base is fixedly connected with a working shell; a working cavity is arranged in the working shell; open grooves are separately formed in a left wall and a front wall of the working cavity in a communicating manner; the main shaft extends into the working cavity upwards and is positioned at the center ofthe working cavity; the upper end of the main shaft is fixedly connected with an auxiliary shaft; a limiting block is arranged on the secondary shaft in a manner of sliding up and down; and the upperend of the limiting block is fixedly connected with an upper water tank. A potted plant is placed in the potted plant arrangement device, and a platform for placing the potted plant can be moved on afine day, so that the potted plant is fully illuminated; the potted plant arrangement device can collect rainwater and pour the rainwater on the potted plant, so as to keep healthy growth of the potted plant; and furthermore, the potted plant arrangement device can isolate the potted plant from the outside world in extreme weather, such as high wind and heavy rain, so as to play a protecting role.
