The control devicecomprises an outer shell, a cavity is formed in the outer shell, mounting holes are formed in the two sides of the outer shell and connected with the cavity, elastic pieces are arranged in the mounting holes in a sliding mode, elastic surrounding rods are arranged at the bottoms of the elastic pieces, choke cloth is arranged in the surrounding rods, a plurality of elastic pieces are arranged in the cavity, and the two ends of each elastic piece are connected with the two opposite elastic pieces respectively. A rotating shaft is further arranged in the cavity, a plurality of first steel ropes are wound on the rotating shaft, and the first steel ropes are connected with the adjacent elastic pieces; a vertical hole is formed in the top of the outer shell, a hollow control rod is arranged at the top of the vertical hole, a thin-wall piece with the wall thickness smaller than that of the control rod is integrally formed at the top of the control rod and connected with the bottom of a bridge, a second steel rope is fixedly arranged on the rotating shaft, the second steel rope is tensioned, and the upper end of the second steel rope is connected with the top of the thin-wall piece. The controller aims to solve a technical problem of vortex-induced vibration of the bridge.
