The invention discloses an ecological rehabilitation system and method for a high steep rock slope. The system comprises a concrete layer, a first protection screen layer, a mixed material foundationlayer, a vegetative soil layer, a second protection screen layer and a vegetative bag layer. The concrete layer is directly sprayed on the surface of the high steep rock slope; the first protection screen layer is fixed to the upper surface of the concrete layer; the mixed material foundation layer is sprayed above the first protection screen layer so as to form a whole; the vegetative soil layeris sprayed above the mixed material foundation layer; the second protection screen layer is fixed to the upper surface of the vegetative soil layer; the vegetative bag layer is fixedly arranged on a second protection layer; a plant culture medium is placed in the vegetative bag; and a pre-cultivated plant seedling is arranged in the plant culture medium. The invention further discloses a method based on the ecological rehabilitation system for the high steep rock slope.
