The invention discloses an intelligent pedestal pan foaming device, and the device comprises a body; a water inlet channel, an air inlet channel, a liquid inlet channel, a first mixing channel, a first foaming chamber, a second mixing channel and a second foaming chamber are arranged in the body, and a cutting net is arranged between the first mixing channel and the first foaming chamber; a rotating shaft and a water turbine are arranged in the second foaming chamber; the air inlet channel is communicated with the water inlet channel and the first mixing channel in a crossed manner; the crosssectional area, close to the first mixing channel, of the water inlet channel is gradually reduced along the axis; the cross sectional area of the first mixing channel along the axis and close to thefirst foaming chamber is gradually increased; the cross sectional area, close to the second foaming chamber, of the second mixing channel is gradually reduced along the axis; and the mixed fluid in the second mixing channel impacts and drives the water turbine to rotate around the rotating shaft, and is sprayed out from the foam nozzle. Water, gas and liquid are fully mixed, and the foaming effectis good.
