The preparation method comprises the following steps: adding phenol and a formaldehyde aqueous solution into a caustic soda flake solution to form a first solution; within 50-70 min, heating the first solution to 68-72 DEG C, and then performing heat preservation for 80-100 min,then heating the first solution to 75-80 DEG C, and then performing heat preservation for 80-100 min; cooling the first solution to 35-45 DEG C, then adding salicylic acid, and stirring the solutionto form a second solution; adding ammonia water into the second solution in 6-10 times within 50-70 minutes, and stirring the solution to form a third solution; dehydrating the third solution in vacuum to a preset viscosity, collecting and detecting a water sample, and if qualified, adding methanol and uniformly stirring the sample to prepare the low-ammonia resin curing agent. According to the preparation method of the low-ammonia resin curing agent, the prepared low-ammonia resin curing agent has the advantages of high hot bending strength and long service life.
