According to the fence and the method, the bottoms of the fence are made into cones, the base plates are slightly larger than the bottoms of the cones,are attached to the ground and can prevent toppling, and meanwhile the cone design has a certain anti-bending effect; one sides of the fence cone bottom plates are pre-buried into photovoltaic array concrete foundations, and the fence is prevented from moving under the action of strong wind or earthquakes; the bottom plates are stable and not prone to toppling; the installation is easy; roof waterproofing is not damaged; the fence is combined with a photovoltaic support foundation so that the movement can be prevented; and the fence and the photovoltaic support are combined through an embeddedpart array, and the effect of forming natural grounding to protect personal safety can be achieved.
