The application relates to a municipal green belt energy-saving construction method. The method comprises the following steps: drainage troughs are formed at interval in the positions of bases on twoopposite sides of a road in the length direction; drainage ports are formed in the side walls of the drainage troughs; water storage chambers are dug at the positions of the drainage ports; an irrigation mechanism which is used for using water in the water storage chamber to irrigate a green belt is installed; first green belts are installed at the positions between neighboring drainage troughs inthe bases; second green belts are installed at the positions of through openings of the drainage troughs in a sliding movement mode; and containing troughs which are for the second green belts to slide in are dug in the positions right below the first green belts. The method has the effects of preventing the green belts from being water damaged.
