The device comprises a main base and a decelerating platform, a motor is arranged in a connecting support, a guardrail is movably installed at the outer end of the connecting support, a speed reduction table is installed at the bottom end of the main base, an installation frame is installed at the bottom end of the speed reduction table, an air cylinder is fixedly installed at the bottom end of an inner cavity of the installation frame, a lifting plate is fixedly connected with the top end of the air cylinder, and sharp teeth arefixedly connected with the top end of the lifting plate. The intelligent parking charging device can complete automatic parking charging work, supports four payment modes, is simple and convenient tooperate, and can meet different payment requirements of users through multiple payment modes. A vehicle can be forcibly stopped in time when forcibly passing through a gate, so that accidents caused by traveling of the vehicle after forcibly passing through the gate are avoided, and the use safety of the charging device is further improved; the device can shoot and record personnel in the vehicle,and is convenient for police officers to inquire the travel information of the personnel in the vehicle when an accident occurs.
