The invention provides a water-permeable pavement structure and a water-permeable pavement process, and belongs to the technical field of water-permeable bricks. The water-permeable pavement structurecomprises a surface layer which is a water-permeable brick and comprises the following raw materials, based on the weight of the surface layer being 1, in percentage by weight: 38-45% of concrete coarse aggregate, 30-35% of concrete fine aggregate, 18-22% of cement, 6-7% of water and 0.15-0.22% of powdery polycarboxylate superplasticizer; wherein the concrete coarse aggregate is particles with the particle size larger than 4.75 mm and not larger than 31 mm, and the concrete fine aggregate is particles with the particle size not larger than 4.75 mm; the concrete coarse aggregate and the concrete fine aggregate are aggregate obtained by recycling construction waste. The water permeable brick is prepared from the concrete regenerated from the waste garbage, so that the reduction of the wasteconstruction garbage is realized, the environment is protected, the energy is saved, the porosity is high, the water absorbability is strong, the water permeability is high, the compressive strengthcan reach 30 MPa or above, and the compressive strength is high.
