The invention discloses an end plugging device and plugging method for prestressed pipeline grouting. The method comprises the steps: installing a sealing cover covering an anchorage device on an anchorage device backing plate, and enabling the sealing cover to be in sealed connection with the anchorage device backing plate; pouring concrete into a corrugated pipe through grouting holes in the anchorage device base plate so as to carry out grouting work; and in the concrete initial setting stage, removing a sealing cover, cleaning the anchorage device, and removing concrete which is not completely solidified at the anchorage device. The beneficial effects of the end plugging device and plugging method are that: according to the scheme, the sealing cover and the anchorage device base plateare connected to form a closed space; after the sealing cover is mounted, the grouting work can be performed, so that extra waiting time is saved, and the construction period can be effectively shortened; the grouted slurry enters the sealing cover through the gap between the anchorage device and the anchorage device base plate, so that the pressure on the inner side and the outer side of the anchorage device is kept balanced, the pressure of the slurry can be continuously kept in the grouting process to ensure dense grouting, and thus the construction quality and the service life of a bridgeare ensured.
