The invention relates to an automatic lifting ship-blocking device along with downstream water level change of a hydropower station and an application method. The ship-blocking device comprises a steel wire rope main rope, wherein two ends of the steel wire rope main rope are fixed on concrete retaining walls through main rope fixing devices at a left bank and a right bank; a plurality of main cylindrical buoys (3) are uniformly distributed and installed on the steel wire rope main rope; the two ends of the steel wire rope main rope are respectively connected with steel wire rope auxiliary ropes through main and auxiliary rope connecting devices; the other ends of the steel wire rope auxiliary ropes are connected with steel wire rope guide ropes of auxiliary rope force transmission devicesthrough movable pulley mechanisms; a plurality of auxiliary cylindrical buoys are uniformly distributed and installed on the steel wire rope auxiliary ropes; and the two ends of the steel wire rope guide ropes are respectively connected between upper anchoring points and lower anchoring points of the auxiliary rope force transmission devices. The lifting ship-blocking device is adaptive to severewater level change within short time and great impact force of head-on water flow on a ship-blocking rope. Entering of illegal ships into tail water of the hydropower station can be effectively prevented at any time.
