The invention discloses a bottom tool for roll-on and roll-off mounting of offshore wind power booster station jacket and a mounting method. The bottom tool comprises a buttress, four supporting sleeves mounted on the buttresses, bottom supporting beams used for connecting and fixing the bottoms of the four supporting sleeves, bottom connecting beams are arranged between the bottom supporting beams, sleeve top connecting beams used for connecting and fixing the tops of the four supporting sleeves, top horizontal supports arranged between the sleeve top connecting beams, and a sleeve side vertical face support. The four supporting sleeves are matched with four stand columns of the offshore wind power booster station jacket. According to the bottom tool, due to the fact that four pile leg installation guide pipes connected with seabed steel pipe piles are arranged below the four stand columns of the offshore wind power booster station jacket, an integrated bottom tool is adopted, the four pile leg installation guide pipes can be inserted into supporting sleeves of the bottom tool, and the accuracy, safety and stability of installation and transportation are guaranteed.
