The invention discloses an initial stage rainwater collection system for a sponge city. The initial stage rainwater collection system comprises an initial stage rainwater collection pond, a water collection pipe, a municipal administration drainage pipeline and a sewage processing pipeline, wherein the water collection pipe independently communicates with the initial stage rainwater collection pond, and the municipal administration drainage pipeline through a first control valve and a second control valve; a water quality detection device is arranged in the initial stage rainwater collection pond and is used for detecting the concentration of a pollutant; a flow sensor and a flow rate sensor are used for detecting rainwater runoff and a rainwater flow rate; and the controller controls thefirst control valve and the second control valve to be opened and closed according to the detection results of the water quality detection device, the flow sensor and the flow rate sensor. Therefore,by aiming at a situation that a concentration difference of the pollutant in the collection area is large, later stage high-pollution rainwater can be collected, and pollution for the environment of the initial stage rainwater is lowered.
