The invention relates to the technical field of faucets, and discloses a faucet and a water discharging control system. The faucet comprises a faucet body, a bubbling device and an electronic controlhandle; a water delivery pipe is arranged in the faucet body, one end of the water delivery pipe is connected with a water outlet of the faucet body, and the other end of the water delivery pipe is connected with a water supply device outside; the electronic control handle is used for controlling the opening and closing and the opening degree size of a solenoid valve in the water delivery pipe andadjusting the water temperature outputted by the water supply device; one end of a bubbler body of the bubbling device is provided with a plurality of water discharging holes, the other end of the bubbler body is fixed to the water outlet of the faucet body, a rotating disc and a bubbling disc are correspondingly provided with corresponding first through holes and second through holes, the bubbling disc is fixed in the bubbler body, and a driving assembly is used for driving the rotating disc to rotate relative to the bubbling disc so as to adjust the size of an overlapping area between the first through holes and the second through holes. By the mode, the faucet can meet the requirements of multi-scene water utilization temperature and flow rate adjustment of a user, and can adjust the bubbling rate of the water outlet so as to prevent splashing.
