The system comprises apool body, a sludge conveying device, a lifting device and an irrigation device, the pool body is communicated with a river, the pool body is divided into a sludge storage pool and a water storage pool through a partition wall, and the sludge conveying device is installed in the water storage pool; the lifting device is installed in the sludge storage pool, and the irrigation device is installed at the edge of the water storage pool; by means of the sludge conveying device, when a river flows through the pool body, part of silt carried in the river is left in the water storage pool due to thelow flow speed, the silt can settle on a conveying belt, and when a user starts the sludge conveying device, the conveying belt operates slowly; and sludge settled on the upper surface of a belt bodyof the conveying belt is lifted out of the water surface and falls into the sludge storage pool, and a baffle prevents the sludge from sliding down from the conveying belt and being accumulated at thelower right portion of the conveying belt when the sludge is lifted.
