A water collecting tank is mounted at the top of a supporting plate; a water inlet is formed in the top of the water collecting tank; a water collecting cover is mounted at the top of the water inlet; first supporting blocks are mounted at the bottom ends of the two side edges in the water collecting tank; vertical rods aremounted at the tops of the first supporting blocks; the tops of the vertical rods are fixedly connected with the top end in the water collecting tank; the bottom ends of the outer side edges of the vertical rods are movably sleeved with foam floating plates; a water retaining block is fixedly mounted in the water collecting tank and located below the water inlet; a first motor is mounted at the bottom of the water retaining block; a first rotating rod is mounted at the bottom of the first motor; the outer side of the bottom end of the first rotating rod is sleeved with a connecting ring; a first connecting rod is mounted on one side edge of the connecting ring; and a scraper plate matched with the bottom end of the water collecting tank is mounted on the side edge, away from the connectingring, of the first connecting rod.
