The device comprises a shell, a shell cavity with a downward opening is formed in the shell, a leveling device is arranged in the shell cavity, the leveling device comprises a leveling sliding bin, and a leveling cavity with a downward opening is formed in the leveling sliding bin. A leveling actuation electromagnet is arranged in the leveling cavity, the leveling actuation electromagnet is fixedly arranged on the inner wall of the upper side of the leveling cavity, a leveling actuation rod is arranged at the lower side ofthe leveling actuation electromagnet, and the leveling actuation rod is connected with the leveling actuation electromagnet through a leveling actuation spring. A cutting device is built in, a damaged area can be cut, the cutting depth is limited, the ground level laid on a plastic bottom layer cannot be damaged, the device is provided with a trowelling device, trowelling can be rapidly conductedafter plastic is sprayed to the damaged area, and a laid plastic runway is smooth and not obvious in joint.
