According to the device, the flood prevention plate, the rotatingshaft and the horizontally-placed can form an integrated supporting structure with the supporting frame, the supporting structure can be directly unfolded on site conveniently after being carried to form a sub-defense supporting structure, fixing teeth at the bottom end of the flood prevention plate can be immediately inserted into soil during unfolding, the road holding force is increased, and then the horizontally-placed plate and ground bolts are fixed, so that the fixing time with the ground can be greatly shortened, and emergency treatment of a river levee is more convenient.
