The invention discloses a system for preventing and controlling urban inland inundation by underground wells. The system comprises the multiple underground wells, the underground wells are distributedaccording to the actual terrain, the distribution density of the underground wells in a low-lying terrain area is greater than that of the underground wells in a high-lying terrain area, every two adjacent underground wells are connected through an underground tunnel, and the underground tunnels are formed by digging by a shield tunneling machine. The tunnel walls of the underground tunnels are reinforced by concrete, and accumulated water collected in the underground wells can be collected into a water storage pool through pipelines in the underground tunnels to be stored and recycled.
