The device has the beneficial effects that through mutual cooperation of a friction increasing mechanism and the buckling plate, when the device shakes, the collapse phenomenon of the device canbe resisted through cooperation of rolling balls, meanwhile, under the action of small strips, the bonding friction acting force between the device and the buckling plate is increased, and therefore the stability during rolling along with shaking is enhanced. By means of a tight wrapping mechanism, a space extending downwards is formed in the tail end of the steel material when shaking occurs in the buckling connection process, and meanwhile, a stepped bag pushing assembly is matched, after the steel material shakes seriously and extends downwards, the extrusion wrapping effect on the bottom of the steel material is achieved, so that the phenomenon that the steel connecting position is broken and separated when vibration occurs is avoided.
