The invention discloses a sleeve installing and fixing device. The device comprises a sleeve, an outer sleeve bolt rod, a fixing bolt rod, an upper cover plate, an upper cover plate adjusting nut anda lower cover plate adjusting nut. The sleeve is vertically arranged on one side of a template. The lower cover plate is arranged at one end of the outer sleeve bolt rod, and a first through hole penetrating through the outer sleeve bolt rod is formed in the center of the outer sleeve bolt rod. A stop block is arranged at one end of the fixing bolt rod, and the end, back on to the stop block, of the fixing bolt rod sequentially penetrates through a fixing hole in the template and the outer sleeve bolt rod and extends out of the end, back on to the lower cover plate, of the outer sleeve bolt rod. The upper cover plate is arranged at the end, back on to the template, of the sleeve, a second through hole is formed in the upper cover plate, and the end, back on to the lower cover plate, of theouter sleeve bolt rod penetrates through the second through hole and extends out of the sleeve. The outer sleeve bolt rod is sleeved with the upper cover plate adjusting nut, and the upper cover plate adjusting nut is arranged above the upper cover plate. The end, back on to the stop block, of the fixing bolt rod is sleeved with the lower cover plate adjusting nut. According to the technical scheme, the sleeve installing and fixing device is convenient to install, the template cannot be damaged, and the sleeve installing and fixing device can be recycled.
