The soil sampling and measuring device comprises a sampling pipe and a supporting frame, wherein the supporting frame comprises an upper supporting ring and a lower supporting ring; a telescopic rod is hinged to the outer side wall of the lower supporting ring; an inclined rod is hinged between one end, far away from the lower supporting ring, of the telescopic rod and the upper supporting ring; a universal pulley is mounted on the telescopic rod; the universal pulley comprises a pulley frame and a sliding wheel; an adjusting device is mounted on the supporting frame; the adjusting device comprises an adjusting ring, an adjusting steel cable and an abutting block; the adjusting ring is rotatably mounted on the upper supporting ring; a rotary axis of the adjusting ring is collinear with an axis of the upper supporting ring; the abutting block is fixedly mounted on the outer side face of the universal pulley; one end of the adjusting steel cable is connected with the lower supporting ring and the other end of the adjusting steel cable is connected with the abutting block; a limiting part is fixedly mounted on the supporting frame; a limiting hole is formed in the limiting part; and the adjusting steel cable penetrates through the limiting hole. The soil sampling and measuring device provided by the invention has the effects that the supporting frame can be freely moved and people can conveniently transport the supporting frame.
