The invention provides a floor heating assembly and a heat preservation structure, and relates to the technical field of floor heating. The floor heating assembly comprises a heating component and anadjusting component; and one end of the adjusting component is used for being connected with the ground, the other end of the adjusting component is connected with the heating component, and the adjusting component is configured to stretch out and draw back in the axis direction so as to adjust the distance between the heating component and the ground. The adjusting component is arranged between the ground and the heating component, the adjusting component can adjust the overall length of the adjusting component, and therefore the distance between the ground and the heating component is changed; and when the ground is uneven, it can be guaranteed that the heating component is in a horizontal state only by changing the height of the adjusting component, and the technical problems that in the prior art, a traditional floor heating structure is high in requirement for the flatness of the ground, the ground needs to be leveled specially, and the floor heating structure can only be installed after the ground is leveled are solved.
