The invention provides a damper, a toilet seat cover and a toilet. The damper comprises a shell body, a rotating shaft, a piston piece, and a flexible sealing piece, wherein the shell body suitable for being filled with damping oil; the rotating shaft is rotationally arranged on the shell body; the piston piece is slidably arranged inside the shell body, the piston piece is in transmission connection with the rotating shaft, and the rotating shaft rotates and drives the piston piece to slide; and the flexible sealing piece is arranged outside the piston piece in a sleeving mode and can move inthe axial direction of the piston piece, the flexible sealing piece divides the shell body and defines a first cavity and a second cavity, the flexible sealing piece further comprises an oil passingchannel communicating with the first cavity and the second cavity, when the rotating shaft rotates in the first direction, the flexible sealing piece is driven to slide, the first cavity is graduallyincreased, the second cavity is gradually decreased, the piston piece is abutted against and seals the oil passing channel, the flexible sealing piece is expanded in diameter and is abutted against the inner wall of the shell body under the influence of oil pressure in the second cavity, and the damping oil inside the second cavity is extruded and generates a damping effect on the rotating shaft.The technical scheme is applied, and the damper which is not prone to attenuation and the toilet using the damper can be achieved.
