The invention discloses an embedded device for laying a water pipe in a soft soil layer based on water conservancy construction. The embedded device comprises a vehicle body, second trundles, a firstpull rod, a third pull rod, a rack and a push rod, and the bottom of the vehicle body is in bearing connection with the first trundles; the first trundles are connected with a first rotating shaft through a first transmission belt; a second trundle bearing is installed at the bottom of the vehicle body, and a second trundle is arranged on the right side of a first trundle; and the second trundle is connected with a second rotating shaft through a second transmission belt, and a pressing plate is arranged at the bottom of a movable plate. According to the embedded device for laying the water pipe in the soft soil layer based on water conservancy construction, a first fixing plate and a second fixing plate form a sliding structure through first limiting plates and fixing pieces; in this way,limitation of the first fixing plate and the second fixing plate is facilitated, so that the first fixing plate and the second fixing plate are more stable in the moving process; and a push plate isdriven by the first fixing plate and the second fixing plate to stably push a soil block.
