The device comprises a movable frame, a top driving mechanism, a bottom driving mechanism, a winding mechanism and a wall surface cleaning mechanism; the winding mechanism is arranged in the top driving mechanism, the top driving mechanism and the bottom driving mechanism are the same in structure, and the top driving mechanism is composed of a driving box body, a plurality of driving rollers and a driving motor; the movable frame is provided with a rolling wheelgroove, the output end of the driving motor is in transmission connection with a set of driving rolling wheels, the winding mechanism is arranged in a driving box body in the top driving mechanism, and the wire head end of the winding mechanism penetrates through the wall surface cleaning mechanism and then is connected into the bottom driving mechanism. The top driving mechanism and the bottom driving mechanism are arranged at the top and the bottom of the building, so that a pull wire is formed, and the building outer wall of the wall surface cleaning mechanism is controlled to be integrallycleaned.
