A rotating shaft sleeve is sleeved outside the rotating shaft; a height limitingcross beam fixing sleeve is fixed on the rotating shaft sleeve; the height limiting cross beam is fixed on one side of the height limiting cross beam fixing sleeve; the rotating shaft sleeve and therotating shaft are fixed by a plug pin; the lifting speed of the height limiting cross beam is higher, and the occurrence rate of accidents is reduced.
