The invention relates to the field of building construction, in particular to a building outer wall refurbishing and whitewashing frame-erecting-free device. The device comprises a movable lifting appliance, a linear rail, and two sets of walking mechanisms all arranged on a platform at the top of an outer wall, and an automatic whitewashing assembly connected through steel wires and the movable lifting appliance and arranged at one side of the outer wall in a suspended mode. The movable lifting appliance comprises a base, a lifting mechanism with a lock, and a balance weight assembly; the automatic whitewashing assembly is connected with the lifting mechanism with the lock through the steel wires; and the balance weight assembly is fixedly arranged on the base.
