The invention discloses a hinge device of an inward tilt-turn window and the inward tilt-turn window. The hinge device comprises a pull rod mechanism, a hinge and a connecting rod assembly. The pull rod mechanism comprises a connecting seat and a locking rod; the hinge is used for connecting a window frame and a window body and is provided with a first locking part; the connecting rod assembly comprises a main connecting rod and an auxiliary connecting rod, the main connecting rod is slidably hinged to the connecting seat, the other end of the main connecting rod is fixedly connected with a movable hinge of the hinge, two ends of the auxiliary connecting rod are hinged to the connecting seat and the main connecting rod respectively, and the main connecting rod is provided with a second locking part; and a lock pin part is arranged at the position, close to the tail end, of the lock rod, a lock hole is formed at the other end of the movable hinge and/or the main connecting rod, the lockpin part is inserted into the lock hole when the first locking part and the second locking part are locked, and the lock pin part slides along with the lock rod to be separated from the lock hole when the first locking part is separated from the second locking part. According to the hinge device, the lock pin part is arranged at the tail end of the lock rod, and the lock pin part of the lock rodis matched with the lock hole in an inserted manner while a lock protrusion of the connecting rod assembly falls into a lock seat of the lock rod, so that the tail end of the lock rod is well fixed, and the connecting strength of a window body in a locked state is effectively improved.
