The device comprises a working bin, a cam abuts againstan L-shaped rod, the L-shaped rod is rotatably connected with a push tooth I, a stop block corresponds to a push tooth II and a ratchet wheel II, a sliding block is rotatably connected with a crank arm, the crank arm is connected with a piston, an airbag is connected with a telescopic tube through an air guide pipe, the telescopic tube is slidably connected with a telescopic rod, a rotating bin is provided with a solar panel, a water storage bin is connected with a water collecting pipe, and the water collecting pipe is provided with a filter plate. According to the energy-saving and environment-friendly garden watering device, the cam drives the L-shaped rod to swing, the push tooth I pushes a ratchet wheel I to rotate, and the push tooth II pushes the ratchet wheel II to rotate in cooperation with the stop block to be matched with a conductive plate; the sliding block drives the crank arm to rotate, the crank arm drives the piston to slide, and the telescopic rod drives the slidingblock to slide in cooperation with the airbag; and solar energy is converted into electric energy through the solar panel, the water collecting pipe is matched with the filter plate to collect rainwater, and therefore the effects of setting watering intervals, automatically adjusting watering, saving energy and protecting the environment are achieved.
