The safe connecting pipe comprises a section of round-pipe-shaped connecting pipe, wherein a square opening is machined in the lower edge of the pipe wall of the connecting pipe, the length of the opening in the radial direction of the connecting pipe is larger than the inner diameter of the connecting pipe and smaller than the outer diameter of the connecting pipe, a notch is machined in the innerwall of the circumference of the pipe wall where the opening is located, a binding sleeve is downwards connected to the outer pipe wall around the opening, the binding sleeve is made of rubber, the four walls of the binding sleeve are machined to be in an elastic wrinkled shape, a binding sleeve bottom plate is machined to be in a porous shape with leakage holes, a piece of water absorption sponge with the section shape matched with the shape of a pipe cavity where the binding sleeve and the notch are located is placed on the binding sleeve bottom plate, an inner protection plate and an outerprotection plate are attached to the inner side and the outer side of part, located in the pipe cavity, of the sponge, through holes are formed in the inner protective plate, and a rigid outer coveris arranged on the periphery outside the binding sleeve.
