The invention relates to a highway concrete winter construction method and the system comprises the following steps: S1, mixing concrete: doping an additive when preparing a concrete raw material; S2,transporting concrete: controlling the out-machine temperature and the in-mold temperature of a concrete mixture, and wrapping a pipeline for pumping the concrete with a thermal insulation material;S3, performing concrete pouring: when concrete joint is conducted, increasing the temperature of the joint face to 5 DEG C or above before new concrete pouring is conducted, and after concrete pouringis completed, continuing to keep the concrete joint face at the positive temperature till the newly-poured concrete obtains the specified anti-freezing strength; S4, performing concrete curing: selecting one of a heat storage method, a heating method and a negative temperature method for curing according to the construction period requirement, concrete raw materials, the construction air temperature and site construction conditions; S5, judging whether the concrete is frozen or not. The method has the effects of improving the strength of the concrete and improving the quality and durability of the concrete.
