The method comprises the steps of water source collection, wherein fresh water and irrigatable sewage are collected respectively; water source conveying, wherein the collected fresh water and irrigatable sewage are conveyed to a desertification area needing to be controlled respectively; water source storage, wherein the fresh water isstored in an underground intelligent irrigation structure built in the desertification area, and the irrigatable sewage is stored in an overground sewage artificial lake; and irrigation, wherein theunderground intelligent irrigation structure intelligently discharges the stored fresh water through a water outlet in a water pipe buried underground for irrigation, and the overground sewage artificial lake is sprayed for irrigation through a drainage structure connected with an underground pipeline. According to the method, seawater, flood and urban domestic sewage are utilized through the seawater desalination technology, a weather forecast system and the sewage treatment technology, the problem of land desertification can be solved, water resources in all parts can be fully utilized, andthe problems of life and property losses caused by seawater level rise and flood and pollution caused by sewage discharge are reduced.
