The waterproof layer laying device comprises a base, four walking wheels are arranged at the bottom of the base, a vertical plate is fixedly connected to the upper side of the base, a cutting device is arranged on one side of the vertical plate, the cutting device comprises a sliding base, a sliding groove is formed in one side of the vertical plate, the sliding base is connected into the sliding groove in a sliding mode, a transverse rod is fixedly connected to one side of the sliding base, a supporting shaft is fixedly connected to the transverse rod, a cutter head is fixedly connected to the lower end of the supporting shaft, multiple cutters are arranged at the bottom of the cutter head in an annular array with the circle centerof the cutter head as the reference, a cushion block is fixedly connected to the upper side of the base, multiple receding grooves are formed in the upper side of the cushion block in an annular array with the circle center of the cushion block as the reference, and the multiple receding grooves and the multiple cutters are arranged in a one-to-one correspondence mode. According to the laying device, multiple petals are adhered to the outer circle of a pipeline in a surrounding manner to form waterproofness, and the length of a water leakage path is increased, so that the subsequent construction operation is facilitated.
