The invention relates to a shutter blade and a shutter. The louver blade comprises a blade body, and the blade body comprises a first extending part, a protruding part and a second extending part which are sequentially connected in the length direction of the blade body; the distance from the upper edge of the protruding part to the bottom face of the shutter is larger than the distance from the upper edge of the first extending part to the bottom face of the shutter, and/or the distance from the upper edge of the protruding part to the bottom face of the shutter is larger than the distance from the upper edge of the second extending part to the bottom face of the shutter. According to the scheme, the blade body is overall of the arc-shaped structure with the high middle and the two low sides, during raining, rainwater hits the blade body and can automatically flow towards the two sides, and therefore the rainwater can be prevented from splashing into an equipment room, and safe operation of electrical equipment is guaranteed.
