The invention provides an anchoring agent mortar full-anchoring structure and a full-anchoring method. The full-anchoring structure comprises a drill hole and a rod body anchored in the drill hole, wherein the length of the rod body is larger than the depth of the drill hole, and the drill hole sequentially comprises an anchoring agent anchoring section and a mortar anchoring section from inside to outside; and in the anchoring agent anchoring section, the rod body is anchored in the drill hole through an anchoring agent, and in the mortar anchoring section, the rod body is anchored in the drill hole through mortar. According to the anchoring agent mortar full-anchoring structure, the drill hole sequentially comprises the anchoring agent anchoring section and the mortar anchoring section from inside to outside, the anchoring agent is used for anchoring the rod body in the anchoring agent anchoring section, due to the fact that the anchoring agent has the characteristics of being fast in solidification and firm in connection, the time interval from anchor rod installation to tensioning condition is shortened by more than 40 times compared with traditional mortar anchoring, the construction operation is simplified by 50% or above, and the material circulation efficiency is improved.
