According to the wind-solar water distribution valve, when the water retaining valve needs to be rapidly lifted, a hydraulic machine is started to drive a connecting rod to move, a sliding block located at the bottom of the connecting rod moves to one end of a first sliding groove, and meanwhile a top plate located at the top of the connecting rod and a first motor located at the bottom of the top plate move along with the sliding block as well, one end of the driving shaft located at the bottom of the first motor moves to one end of asecond sliding groove, meanwhile, a driving gear rotates to drive an annular gear to rotate, the threaded opening located inside the annular gear and the surface of the threaded rod rotate at the sametime, and the threaded rod ascends under the action of the threaded opening inside the annular gear, so that the water retaining valve ascends slowly along the inner wall of the limiting groove.
