The device comprises two suspension arms which swing oppositely and oppositely, and clamping jaws which are arranged in a rotating mode are arranged on the suspension arms in a telescopic mode. The problems that in the prior art,a winding and unwinding device is large in human intervention degree, and automatic winding and unwinding of a deceleration strip cannot be achieved are solved; when a vehicle runs on an uneven roadsurface, the deceleration strip is prone to moving in the vertical direction and collides with the device; and when the deceleration strip is folded, the deceleration strip inclines relative to the device, telescopic clamping jaws cannot be opened, and the deceleration strip cannot be folded are solved.
