The assembling and laying assembly comprises a main baffle fixedly arranged on the inner wall of the upper side of the working cavity and communicated with the outside, deceleration strip blocks capable of being sequentially arranged in the main baffle from top to bottom, an internal thread sliding block arranged on the inner wall of the rear sideof the working cavity and capable of moving leftwards and rightwards, and a push plate fixedly arranged at the lower end of the internal thread sliding block. By the adoption of the partitioned traffic deceleration strip blocks, mounting and dismounting can be conducted conveniently, through meshing of the distributed gears, mounting work and equipment moving work can be separated, mounting of the traffic deceleration strip is automated, manpower input is reduced, and the laying efficiency is guaranteed.
