The invention discloses a quick-change tool apron and a milling drum provided with the same. The quick-change tool apron comprises a gear sleeve, a base and a tool bit, the gear sleeve is detachably installed on the base through a fastener, the tool bit is detachably installed on the gear sleeve, and a plug cover installed between the base and the fastener is also included; a conical rod and a screw rod are arranged at one end of the gear sleeve, and a tool bit mounting hole for mounting the tool bit is formed in the other end of the gear sleeve; and a gear sleeve mounting hole matched with the gear sleeve is formed in the base, the conical rod is mounted in the gear sleeve mounting hole, a screw rod of the gear sleeve is connected with the fastener, a material guide inclined plane is arranged on the side surface of the base, and a bottom arc is arranged at the bottom of the base. The gear sleeve and the base are connected through the fastener, and the gear sleeve and the base can be disassembled and assembled only through a torque of 300 Nm; and the gear sleeve and the base are in conical surface fit, the bottom of the gear sleeve protrudes out of the end surface of the base afterassembly, a pre-tightening force between the gear sleeve and the base can be eliminated by knocking the end of the gear sleeve, and the gear sleeve can be detached.
