The foundation leveling device comprises a base, ashell, a handle, moving wheels, a sliding groove, a sliding block, a connecting rod and a tamping hammer head; a pull rope is fixedly connected with the top of the sliding block, the tail end of the pull rope vertically extends downwards to the base, a rotating disc rotating in the vertical direction is arranged in the shell corresponding to one side of a second guide wheel, and a horizontal gearaway from the circle center is arranged on the side, facing the pull rope, of the rotating disc; a gear ring is connected with the outer side of the gear in an engaged mode, and the outer side of thegear is rotationally connected with a pushing block through a second rotating shaft perpendicular to the center axis of the gear; and the pushing block and the vertical pull rope are located on the same vertical plane. The sliding block is pulled by the pull rope, the other end of the pull rope is fixed, and the pushing block makes intermittent contact with the pull rope, so that the tamping hammer head rises, the pushing block suddenly deviates after moving to a certain position, the pull rope is disengaged from the pushing block, and the tamping hammer head rapidly falls.
