The limiter comprises two limiting plates arranged in parallel, two limiting slideways are correspondingly formed in the limiting plates, the bottoms of the two limiting slideways on the same limiting plate are oppositely inclined, and the tops of the two limiting slideways are oppositely far away from each other; and the two ends of sliding rods are in sliding fit with the corresponding limiting slideways on the two limiting plates correspondingly, and rollers coaxially andfixedly sleeve the two sliding rods. The anchor rod pulling-up device is simple in structure and convenient to carry, can be conveniently operated by a single person, can quickly clamp an anchor rod and amplify load for pulling-up operation, and is time-saving and labor-saving.
