The manufacturing method comprises the following steps of S1, test form pretreatment, S2, concrete test block tamping, S3, excessive concrete mixture scraping, S4, test block forming, S5, form removal, and S6, numbering. According to the manufacturing method,a test form is clamped through a tool clamp, pressure is applied to the surface of a concrete mixture by adopting a flat pressing device, and compared with the prior art, the manufacturing method hasthe advantages that when the concrete mixture is tamped, no influence of operators exists, and the strength data difference is small, so that the strength of the self-compacting concrete is truly reflected and evaluated.
