The invention discloses cement-based recycled mortar with granite waste powder cooperating with mineral powder and a preparation method of the cement-based recycled mortar. The cement-based recycled mortar comprises the following components in percentage by weight: 1%-5% of granite waste powder, 10%-25% of mineral powder, 5%-10% of cement, 20%-45% of natural fine aggregate, 10%-30% of recycled fine aggregate, 0.5%-1% of a water reducing agent, 0.5%-1% of an antirust agent, 3%-5% of anhydrous sodium silicate and 10%-25% of water. The mortar can save the consumption of cement and natural aggregate, promote the resource utilization of solid waste, reduce the emission of carbon dioxide, is green and environment-friendly, and has favorable cohesiveness and water retention property; and the relative water demand is small, the mortar workability is good, and the dosage of an alkali-activated material is reduced.
