The invention relates to the field of urban seepage and drainage, in particular to a sponge city seepage and drainage structure and a sponge city water circulation system. The sponge city seepage anddrainage structure and the sponge city water circulation system comprise a water inlet, a water inlet flow channel, an evaporation cavity, a heating assembly, a condensation piece and a backflow channel, wherein the water inlet is located in a road or other places where rain drops; the water inlet flow channel is positioned below the water inlet, and the highest part of the water inlet flow channel is communicated with the water inlet; the evaporation cavity is communicated with the lowest part of the water inlet flow channel; the heating assembly is used for heating water in the evaporation cavity; the condensation piece is located above the evaporation cavity so as to condense water vapor into water drops; and the highest position of the backflow channel is located between the condensation piece and the evaporation cavity, the lowest position of the backflow channel is communicated with the water inlet flow channel, and the lowest position of the backflow channel is higher than the lowest position of the water inlet flow channel. The system has the advantages that water is evaporated, condensed and then refluxed and is always in a circulating state, so that the water is always ina flowing state and is not prone to rancidity.
