The invention discloses a reinforcing steel bar protective layer thickness control device. The thickness control device comprises vertical reinforcing steel bars, transverse reinforcing steel bars, base point positioning parts and protective layer positioning parts, wherein the base point positioning parts are fixed to the two adjacent vertical reinforcing steel bars in pairs, each base point positioning part comprises a clamp, fastening bolts, gaskets, a fastening material, a limiting movable hole, a limiting hole and scale marks, one ends of the clamps are effectively connected to the vertical steel bars through the fastening bolts, the gaskets and the fastening materials, the clamps are provided with the limiting movable holes, the scale marks are arranged on the front surfaces of the clamps, the scale marks are located above openings in the outer sides of the limiting movable holes, the limiting holes are formed in the flat sides of the clamps, and the limiting holes are perpendicular to the vertical steel bars and the transverse steel bars, the protective layer positioning parts extend into the limiting movables of the clamps, and limiting screws penetrate through the limitingholes and fix the protective layer positioning parts. The invention further provides a manufacturing process of the reinforcing steel bar protection layer thickness control device. According to the control device, the assembly performance is good, and high precision is achieved in the aspect of controlling the thickness of the protective layer.
