The device comprises a bottom plate and a water storage tank,the water storage tank is fixedly arranged on the left side of the upper end of the bottom plate, a cylinder body is connected with the water storage tank through a communicating pipe, and the bottomside of the right end of the cylinder body is connected with a water conveying pipe; and the bottom end of the water conveying pipe penetrates through the bottom plate and is communicated with a watering disc, the watering disc is correspondingly provided with a height adjusting mechanism and an angle adjusting mechanism, the cylinder body is correspondingly provided with a driving mechanism, andthe right end of the supporting shaft penetrates through a fixing base and is fixedly connected with a notice board. By arranging a motor, a belt, a connecting shaft, a rotating plate, the notice board and the like, the water spraying disc can be driven to output water, so that water spraying and dust falling can be conducted on the road surface, meanwhile, the notice board can be driven to swingfront and back, and the notice effect on pedestrians and vehicles can be improved through swinging of the notice board, so the pedestrians and the vehicles can have time to respond, and spilled watercan be prevented from splashing to human bodies and vehicle bodies.
