The invention provides a conveying and guiding structure for conveying and guiding rainwater in an area above a basement top plate to seep downwards. The conveying and guiding structure comprises a conveying and guiding channel, wherein the conveying and guiding channel penetrates through the basement top plate, the interior of a basement and a basement bottom plate, and a first drainage blind pipe used for conveying and guiding rainwater into soil below the basement bottom plate and a first filtering layer used for filtering the rainwater and delaying the flow speed of the rainwater are arranged in the conveying and guiding channel. Through the first drainage blind pipe and the first filtering layer, rainwater in the area above the basement top plate is guided into soil below the basementbottom plate, the rainwater permeability is improved, and the underground water level is prevented from being lowered; rainwater is filtered by the first filtering layer and the first drainage blindpipe, and flows into soil below the basement bottom plate after flowing speed is reduced, rainwater runoff is reduced, and pressure of a municipal drainage pipe is relieved; and through a latticed water conveying structure composed of the first drainage blind pipe and a second drainage blind pipe, rainwater in the area above the basement top plate evenly seeps downwards.
