The invention relates to the technical field of building structure engineering, in particular to a wind-resistant device and a shock insulation layer adopting the same. The wind-resistant device comprises a safety component which is a rigid part, wherein the upper end of the safety component is fixedly connected with a top floor system of a building shock insulation layer, the lower end of the safety component is fixedly connected with a bottom floor system of the shock insulation layer, the safety component is provided with a strength limit, and when the force applied to the safety componentby the top floor system and the bottom floor system reaches the strength limit, the safety component is broken. The wind-resistant device is also arranged at the shock insulation layer, the top floorsystem and the bottom floor system of the shock insulation layer are rigidly connected, the working state of a shock insulation rubber support is controlled by controlling a strength limit value of the top floor system and the bottom floor system, when a building bears small loads such as wind loads, the shock insulation rubber support cannot be affected, the service life of the shock insulation rubber support is greatly prolonged, and the use reliability of the shock insulation rubber support is greatly improved.
