The invention discloses a device, a system and a construction method for quickly fixing steel rails, and belongs to the field of bridge construction. The device, the system, and the construction method are used for fixing a steel rail and a walkway beam, the device comprise a vertical steel plate which is provided with a transverse plate and a vertical plate vertically connected with the transverse plate, wherein the transverse plate is used for pressing the steel rail; a horizontal steel plate which is used for being placed above the walkway beam, is fixed to the vertical steel plate and is perpendicular to the transverse plate; nuts which are fixed on the vertical plate; and bolts which are matched with the nuts for use, wherein the bolts and the horizontal steel plate are used for clamping the walkway beam together. According to the device and the system for quickly fixing the steel rails and the construction method, the number of components is small, manufacturing is easy, recycling can be achieved, operability is high, convenience and quickness are achieved, cost is saved, and mounting and dismounting time is short; and the steel rails are not required to be welded with a device for quickly fixing the steel rails and are not easy to damage.
